Yes. when it is an addiction.
masterbating regularly is not necessarily chronic.
as drinking regularly is not necessarily chronic.
it is when you have no choice to drink or masterbate is when it has becom an addiction and therefore chronic

Masturbation is generally very healthy for you - it provides sexual relief and pleasurable feelings without the risks of pregnancy or STDs. But if you are making yourself sore, then maybe you should cut down on it a little. And if its all you ever do, then that could probably be called "chronic".
