Have you talked to the vet about cortizone shots? These work miracles with allergies and itchy skin.. most likely they will use vetalog or depo-medrol. Because of your dogs age I would request vetalog, because depo can have long term effect on the liver/kidneys. These work when nothing else does! Are you bathing him at all? An oatmeal based shampoo will work great as well. You want to bathe him once every 2 weeks until you see improvement and then spread the baths out, and never dry him with a blow dryer or a heat source because this will dry out the skin even more. Have you tried any fish or omega oils on his food? All this is somethings to look into...

PLEASE DO NOT GIVE BENADRYL OR ANY OTHER MEDS WITHOUT CONSULTING YOUR VET. I assume your dogs thyroid problem is hypothyriodism?? You must be very careful with drugs you give, especially if he is on other medication. Only give what your veterinarian tells you to give.
As for food- that is a possibility, but unless you know he is allergic to beef, keeping beef away from him my not do any good. He could be allergic to any ingredient in his food. I believe some the most common ingredients to cause allergic reactions are beef, corn, and wheat. The only way to find out for sure is to go through food trials, which your vet should head up.
You did not mention in your question if you have discussed his skin problem with your vet. That is the best place to start, and if there is a veterinary dermatologist in your area, that is a great option. there are lots of new ways to help control allergies in dogs these days.

Benedryl, allergy shots, medicated baths (there are many types out there, try several and see which one works best. the best types are tea trea oil, salycilic acid/benzoil peroxide, tar, or sulpher). Oatmeal baths are often suggested for itchy skin, but that mainly works for dry skin, severe allergies are generally unaffected by oatmeal. You should give him a medicated bath at least once per week, allowing 10-15 minutes of soaking time per bath, and use lukewarm water, not hot.
If you are willing to put in the effort, you can try making food for your dog instead of using store bought. Just use a food processor to liquify chicken, veggies, some flaxseed oil, salmon oil, fresh cranberries or pure cranberry juice (for his bladder), powdered or liquid dog vitamins, cottage cheese or yogurt, etc. together and feed it to him. Or you can try other high quality brands of commerical foods:
Artemis, Avoderm, Chicken Soup, Merrick, Fromm, Verus, Wellness, Wysong.

You could try regular (people kind) 25mg. benadryl for the allergies and a real good thing to use to help keep the skin moist is fish oil tablets. He could take one a day. You can cut open the capsule (with a pin) and pour it over his food or you can give him the whole pill in some cheese or something he likes to eat.

Our previous dog (who was medium sized and lived for 15 wonderful years) had severe skin allergies, but thanks to frequent bathes with medicated shampoo his medical problem did not effect his standard of living. I strongly recommend a vet, and a medicated shampoo!

Ask your vet to recommend a dermatologist vet and then go from there. I saw a dermatologist vet and my dog was given a special shampoo to bath with it helped a lot.

i have a shih tzu with allergy problems. the vet said that it was okay to give him childrens liquid bynadril. it depends on their weight as to how much you can give them. also, when his skin gets really bad sometimes he has to be put on antibiotics. also oatmeal shampoo helps.
