It means that anyone that uses this as an excuse for their actions have a Machiavellian attitude towards life. It is a scapegoat for their weakness, and their lack of courage. All is not fair in love and war. Love itself is fair, but war is the most unfair creature we live with.

Pretty much no rules. Who ever is the victor in a war it really doesn't matter how they won. Because they have dominated the opposition. As far as love just about anything can win someones heart over or crush that persons heart. It is the one who comes out not being hurt who are the victors.

it meand that there are no rules b/c there is no point in making them. when the stakes are high enough, as in both love and war, nobody is going to obey the rules anyway.
alternatively, you could say that it would not be fair to make rules about love and war, because the stakes are so high, we should let people use whatever they've got. the geneva convention begs to differ.

It usually used in the context of romantic relationships meaning that there are no rules in love, just like in war. When someone is shooting at you, you don't really give a rat's a$$ what the rules of engagement are. You're gonna kill the b*stard one way or another, or you die.
