A tongue frenulum piercing is a body piercing through the frenulum underneath the tongue. These piercings are relatively simple piercings, and heal quickly, although they do have a tendency to reject over time. Depending on the anatomy of the individual, this piercing may not be feasible.
Aftercare for tongue frenulum piercings is more complicated than most other piercings, as the healing piercing will come into contact with anything that enters the mouth, including food and smoke. For these reasons, many certified piercers suggest as after care guidelines, not to engage in oral sex, not to smoke, and regular rinsing after eating or drinking with a de-ionized saline fluid. Avoid rinsing with mouthwash during the healing process.

The risks are the same as most other piercings; infection, rejection, scarring, social backlash from friends, strangers and parents.
While I don't think its stupid, its definitely not a piercing I really like or would get on me, but that is not the point.
As long as you go to a reputable piercer and take care of it, you should be okay. I don't know if you'd be able to get it pierced since you are underage, but that is determined by state and shop rules. If you want it done, make sure the piercer works in a clean and safe environment and is knowledgeable and helpful
Please also keep in mind that the tongue webbing is not always a permanent piercing. Generally problems arise sooner or later and the average life people report of having the piercing is 4-6 months.

All the usual risks such as infection, chipping your teeth, excess scar tissue, allergic reaction to jewellry, gum errosion, swallowing the jewellry etc...
But did you know this is generally considered a temporary piercing? Usually not longer than 3 months... Some shops won't even do it because it's very difficult to clean and the builtup crud can be sharp and tear your piercing. But if you are okay with that, go for it, you got the right attitude!
p.s. depending on your anatomy no one's gonna see it unless you show them, it's kinda hidden

Don't worry one person who died from it didn't clean proper. As for being older and not seeing anyone with it.This piercing fad started big in the 90's.I had a 4 gadge in my tongue and took it out and I healed just fine.I'm also a smoker just do what the professional tells you to do and you'll be fine.

You can actually die from it. The mouth is full of really bad bacteria that can kill you within less than a day if it enters your blood stream. If you don't die from the infection then you may have permanent brain damage.
One person in California just died this week from the same type of infection.
More than one person has died from it.

duh,the tongue is not designed to have a piece of metal jutting through it.
by the way ,nasty bacteria love tongue rings, and they do wonders for halitosis and you can pass diseases much more effectively!
