Stucco is generally used on exterior surfaces however there are a few faux stuccos made for interior wall and ceilings that can be found at a local hardware store. However, if you are basically looking to cover up ceiling blemishes...try a textured paint that goes on with an ordinary roller.
If you want more of a stucco look, another idea, depending upon how you want it to look...is to use joint compound (I use the premixed kind) and apply it by using a variety of methods. I have applied it to ceilings with a damp sponge by using a sweeping motion. You can even tint the joint compound with paint if desired.

The stuff in a can is used for touch up. Cost would be prohibitive if you tried to cover a whole room-sized ceiling using the spray cans! Textured ceiling finishes only LOOK like stucco. They are actually lightweight plaster or urethane finishes, and can be applied with a brush, roller, or sprayer. But unless you have some practice, you'll usually end up getting more on the walls and floor than on the ceiling! I don't like them myself, because they grab and hold dust and spider webs, and are hard to clean. They're even harder to re-paint, and next to impossible to wash.
You can find tips and techniques for the various textured ceiling finishes online, or at amazon.com or the websites of any of the bigger home improvement stores like Home Depot, Lowe's, and others. Check eBay for books on the subject too. Search for "textured ceilings"

if your fixing a patch, they sell the stuff in a can you can buy at Home Depot - it just sprays on in that pattern. But if you remodeling a room, you shouldn't stucco the ceiling. Its outdated and if you want to resell your home in the future, its not popular with home buyers these days.
