If you wanted to buy a super pocket bike, and it was street legal like this one-http://www.thepocketbikeoutlet.com/x18/
would you still need a license or tags or something to be able to ride it around your neighborhood?

You will definately have to check with law enforcement in your town. Make sure you ask if they know the statute or ordinance so you can read it yourself and be familiar with the entire law. In my town they are not legal to ride anywhere other than private property with the owners permission. Anything that goes that fast is required to be registered and insured and will be promptly towed if it is not. Obviously Motor Vehicles won't provide a registration for it so you cannot get it insured and thus cannot ride it on the streets. It is also not legal to ride them on the sidewalks, since that kind of speed is obviously extremely dangerous to pedestrians.
Those things are pretty much a waste of money unless you have access to private property and permission to use it for the purpose of riding. Getting permission to ride may be difficult since some people are aware that they can be liable if you get injured on their property and insurance companies may not cover the damages or injuries that result.

Well technically a pocket bike is too small to get it registered as a street legal vehicle. Yet, Motor vehicles are not allowed to be ridden on sidewalks. So the only place you can actually ride it is on your own property.

Depends on local jurisdiction. Some cities are outlawing them on public roads.

Those are considered "toy vehicles" here, and are illegal despite what the website says.
