No, they are not the same. Related, but not the same. Bluegreen is a mix of a higher percentage of blue part than green part, and is closer to a shade of aqua. Greenblue is a mix of a higher percentage of green part than blue part, and is closer to a shade of turquoise. Consulting a color wheel, if you compare the bluegreen swatch with the greenblue swatch, the difference would be very apparent.

Bluegreen has more blue color than greenblue.
Greenblue has more green color in it.
Bluegreen is more on the greyslate side of color as where greenblue would be more on the turquoise side of color.

These are called "tertiary colors" Blue-green is sort of a turquoise color.
