which human species? there is only one. Homo Sapiens
so whoever he/she is. they are a member of that one species.
now as to who that person is there are many candidates.
there are many a tribal warlord in Africa that can contend for the current title.
thoughout history there is:
Ghengis and Kublai Khan
Adolf Hitler
Josef Stalin
Vlad Teppes (Real historical figure that is the basis for Dracula)
and even Typhoid Mary. who was a carrier of Typhoid and cause unwittingly the deaths of millions.
I could go on but you want a short answer.

Joseph Stalin - killed approximately 39 million people either directly or by starvation which he instigated through withdrawal of food supplies.
Hate to break it to you but humans are a species. If you meant what race the "butcher" belonged to, then Russian would be the answer for Stalin.
