Your best bet is to contact the police department in the town in which this occurred. I know in our state there is no statute of limitations on certain crimes that fall under the sexual assault statute. The fact that your cousin is handicapped makes it worse, it bumps up the charges here. Contact that police department, especially if this man still has any contact with children. Who knows how many children he could have done this to or how many more he may abuse. Even if your cousin doesn't follow through, the police department will have to look into this and may also contact the local Child Protection Agency to look into any children still in the care of that man. Above all else, encourage your cousin to consult a therapist. By the way, his or his fathers citizenship won't matter, the police just want to know what happened and do what needs to be done.

I would question the timing of the whole thing.He should think twice about reporting something that didn't happen. He should also consider the consequences of his actions before reporting something under questionable circumstances. The fact that this supposedly happened years ago makes it highly suspect. Know that just because he says things that he will not get the results he expects.
The timing of the whole thing brings the motives for reporting it into question. What does he really expect to accomplish???
If he feels that it must be reported, that it really was that bad, by all means report it, but remember that if he does, that there are penalties for making a false report. (and probably a heathy can of whoop-a** for a false accuser)
Using the police for revenge is never cool.
Having a selective memory is a big drawback sometimes, as is REALLY BAD TIMING.

This was an act of 2nd degree incest and is a violation of not only your cousin's civil rights, but his rights as a disabled person. I urge you to contact the police in both New York and Connecticut and advise them of the situation. Sexual assaults against the handicapped/disabled are intolerable and the law enforcement officials involved in the investigation will do everything possible to help and further protect your cousin. ---And if it is decided that charges will be levied against your Uncle, whichever state has the harshest penalty will be the one to file formal charges (meaning, if NY will only give him a slap him on the wrist and let him go, but CT will sentence him to (say) 5 years in prison for his actions, then CT will do the prosecuting. This is something known as the "Long Arm Statute")
As for helping your cousin, get him to a therapist, have him speak to a Priest, just get him help. And make sure he understands that what happened WAS NOT HIS FAULT!!

If your cousin was a minor when this occured there's no statute of limitations on this because it was an aggrevated offense. Any
sexual contact with a minor is aggrevated under the new child protection laws. The jerk better be glad he doesn't live in Texas.

There is no time limit to report an sexual offence, but if too long in the past, the Police will have more difficulty in investigation and convicted the criminal.

I can tell you that in my experience in Child Welfare, as well as mental health, that, when I was in practice (now retired) there was NO statute of limitations here in Texas. That may have changed by now but I'd advise you talk to a child welfare worker or lawyer to get more specific, updated information in whatever State you live in. God Bless you.

Check with your state. Every state's statute of limitations is different for different crimes. But your cousin's case manager may want to know about this, for abuse of the mentally/physically handicapped is a completely different crime. . .

There are different laws in different states. You need to contact someone who has the answers, a local crisis or abuse line would be able to tell you the statue of limitations on sex crimes.
