is it dirt or is their something that is wrong in their system or does it depend on the person? How can they remove it?

I have a chubby friend that it happened to after pregnancy, and she said that she too thought it was dirt, but has scrubbed it and it will not come off. There is a name for it, but I don't remember what she called it. I think it may have something to do with the skin not being exposed as much as the rest, because she gets it in other areas like her arm pits, behind her knees, and around the folds of her stomach. Some times she even gets what are called "skin tags" which are little pieces of skin that hang off the skin. It is really weird.

This depends on what color the person is. It usually occurs in darker complexions. The skin on your neck is thin and any major stretching of that skin causes damage in some people, in others they could just not be taking care of their personal hygiene as they should.

I dont think that light skinned peoples necks are like that.. mostly dark skin and i think that its dirt lol, idkk i have kinda always wanted to know to.
