Never. We will supply advisors and money no matter what the situation is.

The plan I hear is everything planned will be accomplished before the second quarter of 2008.
Here is what is left of the projects:
Over 85% of the infrastructure projects have been completed, which leaves less than 15% more to do.
Train the police and military. The Iraqi president says that should be accomplished by June 2007.
Hand over the providences back to Iraq. Three of 18 have already been handed over. I'm reading that providences will be handed over and finished by the second quarter of 2008.
Aftter those missions have been accomplished, there will be no more military goals and therefore no need to stay except as advisors and for diplomatic reasons. Sure the U.S. will probably be leaving Iraq while it is still violent, but with over 500,000 armed government Iraqi forces, the winning or losing will be up to them.
A draw down will probably take 6 months to a year after that. It would be quicker if the U.S. left many of their ground vehicals behind.

Iraq is a vital base of operations against Al-qaeda and the rest of the Wahabists in the Middle East, so not until the whole mess is cleaned up.

Considering that we're building a Vatican-like embassy, spanning 104 acres and costing nearly 600 million dollars, along with a dozen permanent military bases, I'd say the answer to question is pretty obvious.

Not for a long time. We need to train the Iraqis to fend for themselves. Our role will change from primary enforcement to back up within 2 years.
