same way a 20/25/30 year old is romantic to a girl, I'm 15 and i like to see myself a very romantic to my girlfrind.
1st off find out her love language
there are 5 languagers of love
1. Touch
2. Saying Kind words
3. Giving Gifts
4. Acts of Service
5. Spending Quality Time
Not only should you be doing all of these but you find out which love language is hers (the one that makes her feel the most loved) and you do it for her each and everyday.

believe it or not.. how you act when you're 15 to a girl.. will probably be no different of how you act when you're older. It's good to get some practice on how to be romantic and treat girls right so you'll be ready for the sweet someone!!
you can probably buy her flowers (every girl loves flowers), maybe get her tickets to her favorite sports team or movie, remember to always open the door for her, and when you guys get closer maybe you could buy her something personal like a necklace or something. Anyhow, remember that it is the little things that guys do that intriques a girl!

First of all speak so she understands what your saying. Second write her a poem, draw a picture of her if your good at that kind of thing. Call her. Take her to a movie with your allowance money. Carry her books in school.

Suprise her with a SMALL kiss (if you havn't yet), or anything really. Romance isn't something you should really get too into untill 17-20... But hey, that's just me.

many ways. maybe ask her for a date and show up to her house with either a bouquet of flowers or a single stem flower (depends if she us laid back or a upscale kinda girl) suprise her by taking her to someplace different like a upscale restaurant. then just walk around and talk to her. girls actually enjoy just plain talking. when we are tired of talking then thats when we make out with you (or when ur just so cute! lol)

everyone can be a romantic. all you have to do is be thoughtful. if she likes something, like books, then you could suprise her with some books that she's been wanting. it doesn't have to be something like roses, it just has to be something she will like and appreciate, thats what romance is.
