Just ask someone a question. You really want them to chat with you, so don't make it a yes or no kind of question. Ask them how their day went. Or about sports. Good luck

The best way is to began a conversation is always ask how is the person doing, follow by asking the person what plans he/she have for the New Year. If the person answers are short and simple, began by describing your plans for the new year.
When talking to the person find the subject in their speech that seem favorable him or her, and focus on long conversation about it.
There's one last way of continue a conversation. Make puzzling statements to the person. This may cause the person to want to ask you to explain your statements, and this can lead to host of Q&A

speaking is a good tactic, although sometimes you can trick the other person into speaking first.
p.s. you can try saying "What goes on?". If they are confused, say it's from a Velvet Underground song. Instant cool.
