I want to know what country is 9 hours behind us...any help would be appreciatied.

If you are asking what country is having their new years party when it is say, 9am in New York, then the answer is NONE. No country is at midnight. The whole world has seen it's new year.
At 9 am in New York, it is 3 am in Pago Pago which is pretty close to the international date line
If you say 9 am on the west coast of the US, then it will be even later in Pago Pago.
So... at 9am anywhere in the USA - the whole world has seen the New Year.

You would have to specify WHERE in the USA --- we have 4 time zones in the lower 48 states.
