is he a husky??? they do this a lot... take fences out and get concrete put in or get fences put about 2-3 ft down ... that should work ... if not ummm??? watch him like a hawk in the garden!!

We have cement blocks half buried around the entire perimeter under the fence, actually right inside the fence. That has pretty much stopped the digging under the fence. To circumvent the over the top escape route, we used 7ft privacy fencing in the front and 7 ft wrought iron in the back, since the dog could squeezed between the bars of the wrought iron, we put chicken wire the height of the wrought iron.
In other words we built Fort Knox.

Pasta /stones in a plastic bottle guy is right.
More hi-tech version is electronic collar with invisible fence.
Dogs are lively, hunting, guarding creatues, intelligent and like to be occupied,
as well as trying to stop this behaviour, try and provide some alternative stimulation for him.

Is he a Heinz or a particular breed -there are innate qualities to different breeds. Look up his breed/cross and find their favourite occupation !
If he just has to dig, make him a little diggging corner, hide his toys in it!
Or is he trying to get out, to explore ?

This may work, as it worked at our school once! I'll tell you what happened:
A group of us were trying to dig our way our of school (just as a laugh) we dug so far that we still found mesh from the fence. (the field next door belonged to a farm, and the below ground mesh was to stop foxes from digging their way in.
So use sunken mesh!

If you have a digger than you are going to have to put something under the ground that the dog cannot get through, like steal stakes

dig a small trench around the fence line and put in thick pieces of wood (Like 2x6) or metal edging.

I put down chicken wire where I didn't want my dog to dig it was cheap easy to do and best of all it worked

ASTROTURF that'll puzzle em ha ha....... no actually if it's a small dog eg:jack russel,scottie, etc etc, you could try chicken wire(plastic coated) under the turfs and have it stapled at the edges to the fence. they would probably give up after a while(unless he's trained to use wire cutters !!!)

evrytime you catch him doing something you don't like shake an empty bottle half filled with pasta at him. They hate the sound and stops him in his tracks. It has to be repeated until he stops, but dosn't take long
