Peeled hard boiled eggs can be stored in the refrigerator in a bowl of cold water to cover for about 1 week (change the water daily) - or in a sealed container without water (cover the eggs with damp paper towels) for the same length of time.
Hard-boiled eggs in their shells can be stored in the refrigerator for 2-3 weeks.[5]
Hard cooked eggs may be kept in the refrigerator for up to one week.[6][7]
Yolks can be covered with cold water and refrigerated, tightly covered, for up to 3 days. Tightly covered egg whites can be refrigerated up to 4 days or frozen for 6 months.[8]
Studies done at the American Egg Board substantiate that unopened containers of brined or pickled eggs (marinated, hard-cooked eggs) keep for several months on the shelf. After opening, keep refrigerated.

In the new, take-n-chances world, you should throw them out if they have not been refrigerated. However, I've been known to find Easter eggs a day late and still eat them, and when we were kids, they were often in the basket for a day or two before finally making it to the fridge. Open them. If they smell bad, don't eat them. Refrigeration is always best, but I think people worry too much.

They will spoil...if they are not going to be used for a day or more, refrigerate them or pickle them.
Smell hint: If you brings eggs to a boil and keep on boiling them, the dark ring around the cooked yolk will be big and they will smell sulphurous when unshelled. Better: Bring them to a boil in a COVERED pot. As soon as they reach a boil, turn the heat off completely and let them sit, covered, for at 15 minutes. The dark area will be less and they won't smell as bad!

take it from someone who's gone through the thrill ride of botulism, NO, not if you don't want deadly food poisoning!!
this is the correct way to cook, cool and store hard boiled eggs:
put eggs in pan, add COLD water to 3/4 inch above eggs, cook on high heat for 30 minutes (total cooking time, not boiling time), drain water, run Cold water over them (still in the pan) for 10 minutes, drain, refrigerate for at least 1 hour
for easy to peel hard boiled eggs, refrigerate them for at least a week before cooking

I usually do 8-10 minutes. I should add that you have to put the eggs in the water and THEN bring it to a boil. This might seem like common sense but I know people who have dropped eggs into boiling water and wondered why their eggs were exploding. So. Yeah.

You should refrigerate them. I wouldn't leave them out for more than a few hours.
