The piece of mascara may be trapped under your upper eye lid. this will cause discomfort and watering. It also causes you to produce more mucous in your eye which is a white discharge (an infection would cause a green or yellow discharge).

See an optometrist who will have the equipment to examine your lid & remove the offending particle.

Most probably an eye infection.

If there is an excessive amount of that stuff in your eye that is forming, that is usually a sign of an eye infection. Especially swelling, as well.

Go to the doc and get some eye drops for it. In the meantime don't touch your eye and some special saline solution for your eye will be good to wash out foreign particles. But it won't improve your eye infection so go to the doc.

It can be possible that you have the beginnings of an infection. But just watch it closely, and wash your hand frequently. If the white of your eyes starts to get red and stay red, it burns, and constantly waters, then you'll need to see a doctor. Never use anything like Visine (it gets the red out) in your eye. Best of luck to you.
