Who has to file it, what does he have to say, is only after battles? Is there a place where I could view some?

AARs are done after every deployment and exercise, not just combat. Typically the unit commander gathers the information and submits it up the chain. For the Army/Marines this would begin at the Company-level. In the AF, at the squadron, Navy aviators would also be at the squadron level, for surface/sub-surface AARs, I ASSUME the ship's captain (regardless of rank) would be responsible.

The commanding officer makes the report. IT is filed after any action. You can view alot of them from Vietnam online, just do a search from Yahoo or Google. Put in After Action Report and you will be able to see hundreds.

The commander of the tour files it. Its any time you deploy even to annual tour for reserves. Only if you happen to be in that military unit.

Consult your CO, or better yet your Top (or whatever is the equivalent in your service).

Hint: It's usually created by whoever was in charge.
