Depends on the status of the parents. If the parents are citizens, then the process will go smoothly and a visa will be available shortly. If they are residents, then the wait will depend on the nationality of the parents. It can be anywhere from very short to very long.

You can apply for a US Passport. The passport is evidence of citizenship and it can also be used for transportation document as well.

The other option available is to file the form N-600. This is an application for certificate of citizenship, which will actually state that he or she is a US Citizen and is also proof of the Citizenship. I was adopted as an infant and I know my arrival in the US was at 3 months old..so it must be less than that but it could depend on the country and the current year.
