His skin tone has been has been characterized as albino white. Although he is not considered as an albino (his real hair was darker than the white wigs he wore).

he suffered from St. Vitus' disease caused by scarlet fever that left his skin very blotchy, so he was probably an "albino" in appearance because of all of the makeup he wore to hide his complexion.

Nope. But he knew that people are shallow and to grab their attention you need to look striking if you're an artist. So he bleached his hair and started wearing glasses he didn't need. Et viola!
