how do you interpret this question? If transportation plans fall through, I plan to take the following action

Does it mean if everything goes as planned, or if it doesnt go as planned...weird question but I cant figure it out?

It means that there were transportation plans that had been made, but if they do not work out, the alternate plan of action is to...

It's not worded very well as a question but that is what the intent would be.

Plans "fall through" when things GO WRONG and are not as planned - a plane is delayed or there was a car break down.

So: If transportation plans fail, I plan to take. . . .etc
