Most tones of blue, green and purple are soothing colors. I think it has something to do with them being cool colors, and the way our minds perceive them.
If any of those colors appeal to you then use them as your wall color. Then pick fun bright colors as your accent colors on pillows and throws and accessories like picture frames and mirrors.
Remember paint is cheap, and supposedly easy. (I wouldn't know because I am still waiting for my dad to teach me how to paint although I am 44 and he is 75.)

reds and bright colors tend to excite and stimulate.
pastels and pink and grey tend to calm down so it depends on what effect you want on them.
