if all NASCAR drivers are rednecks, then why wouldn't Dale Earnhardt have been a redneck?

It generally refers to people who live in the southern regions of the United States. Usage of the term redneck generally differs from hick, because they reject or resist assimilation into the dominant culture, while hicks and hillbillies theoretically are isolated from the dominant culture.
Dale was from North Carolina, not really considered a "southern" state, but he basically fits the definition of a redneck. His tone of voice, vocabulary, and attitude were similar to the steriotypical redneck.
And I'm sure being the father of four and being a husband makes the man gay...in fact I'm sure all racecar drivers are gay. This all makes sense doesn't it? No, I didn't think so.

he might have been a redneck but he was more arrogant and stubborn, he would still prolly be alive now had he worn the hans device that they make all nascar racers now. before his death they were not required. he didn't want to use it.
