First off, knowing that someone likes you can be a turn on for them. It makes them feel good about themself.
Anyways, a simple "Hi" can be a great conversation starter.

Generally I wouldn't approach that someone I would usually ask one of my friends to approach him by telling him that i have a crush on him. If I would approach that person I would usually not directly approach them but call them by my cell phone.

In conversation, get closer to him, see if he back off, this would tell you if he likes you in his personal space. If he KNOWS you like him with all certainty, he has to make the next move my friend.
