If you're a street racer than you better get the one you'd most like to spend your last breath in. Racing belongs on the tracks, not the streets.

The 99 GSR whould be an ideal type of vehicle if you want to street race. Main reason is the affordability of aftermarket parts and that car is pretty fast non modified depending on what model you get.

Get the Integra, it has more performance parts available and is more lightweight, the Accord is slower, plus it only comes in an automatic.
