Take it to the vet

Sometimes a test you can do yourself, such as the ones recommended here, might work. But if the dog is only partially blind then it can still see your moving silhouette. It can also hear the slightest of noises when you make any movement.
The best way to determine if your dog is blind, and how blind, is to let your vet test the dog. That is the right, and only, way to do it.

That's a bit difficult to say since dogs rely on their sense of smell primarily. I would say do a test. Take something that your dog really likes and try holding it up in the air across the room and waving it. Don't make any noise or call the dog. See if the dog notices what you are waving and reacts to it by getting up, barking, etc. You can also just take it to the vet and have an eye check done.

Wave something in front of it's face (like a toy or something). If it follows it, then it must have some vision.

Probably best though if you are concerned is to go to the vet.
