Nicotine is a very addictive drug and yes new users will experience a "head rush" but quickly build up a tolerance of the effects. Strictly speaking, if getting high implies the loss of some mental or physical faculties then I would have to say NO

If you're not used to smoking, taking a few drags of a cigarette will give you a headrush. I don't know if that's "High" but you'll feel lightheaded, and possibly sick to your stomach.

the only time you get like a buzz is if you smoke reg. and go a really long time without one the room can actually spin a little its weird. it prob. would too if you did not smoke and have one accasionally same thing

No, but since your inhaling it cuts off the oxygen intake and can make you feel lightheaded.
