I did an internet search and found that many people are getting the same call. Just search for "708 999-8989" and you will see it is one of two numbers that are showing up.

Why don't you call back a bunch of times to piss them off, if it's an actual person. If it isn't it's probably a telemarketing machine if it is. Report it to the police for harrasment. If they keep calling.
