I'm not sure what this link has to do with your question. It's talking about children with absolutely no social interaction with other people.
Never having been told what is right and wrong will indeed produce a wild child as the article states.
Evil is what happens in the absence of parental training. It sometimes happens with bad parenting too.
And yes, I choose not to be evil.

I am certain that I did not choose who I am but it is possible that I chose what I am today. Believers of reicarnation said that you chose who you want to be before being born but since I do not have any recollection of it whatsoever, so I will stick to what I said beforehand.

If you mean who people believe you are then yes. You have the choice to respond to things as you wish. So different responses make others think different things. So yes you choose who you are by your actions.

I think we choose everyday who we are. Sometimes we make easy choices and other times we make difficult ones. But life is filled with choices that effect who we are and how we chose to act.
