The combination of waste + litter, yes. Cat urine is ammonia, and the smell can be very overpowering. It's not good to be living in a situation that bad.

Yes it can, and think of it this way if it smells thatbad to you imagine how bad it smells to the cat who actually has to go in the box? There are serious health consquences to you and THE CAT!
So, clean the box.
Is it your cat? If so it is your responsibility to keep the box clean. If it belongs to someone else in your house you should tell them that they really need to clean the box, if they don't then you should do it to save the cat and yourself the problems, but if this person continues to neglect the cat then tell them to either take care of the cat or you will turn them in to the SPCA.

If you are not using clumping cat litter, switch to that. Clumping littter makes the urine form hard balls that you can then remove completely, unlike regular litter that just absorbs the urine. If you're not already, scoop the litter every day or at least every other day, depending on how many cats you have. This should greatly reduce the smell.

Yep, the urine breaks down into ammonia, which can be toxic. Time to change the box completely- scrub it out, get fresh litter and voila! Open a window while you do it!

yes expecially if you are allergic to cats. i had to go to the emergency room because my eyes became watery and i felt like my lungs were collapsing and my throat was closing up on me
