I would suggest contacting the police... perhaps instead of pressing charges etc. you could request to have an officer speak with the kids... which would surely frighten them enough to return the cat and hopefuly not repeat the offense.
This behavior is not acceptable and harmfull not only to you, but very much so for the cat as well. Have the officer explain to them the negative effects this behavior has had on the cat, and how it could become detrimental to its health.
If they dont stop after that, I would return to the same officer and take whatever advice they give. I think this situation is serious enough that some form of authority-intervention should be involved.

Do your cats have collars with ID tags? Do you think people are intentionally stealing them or is it possible they just don't know they belong to someone else. Either way, I would offer the reward. If you find out the person stole your cat, call the police when they call you and file a report so that you can get your cat back without paying the reward. If you think the person was just trying to give your "abandoned cat' a home, give them $10 or whatever you can afford and tell them how thankful you are that they found your cat. Put "reward" on the sign but don't say how much. In the future, keep your cats inside if at all possible to prevent this from happening again.

ask 4 the cats back, put up missing kitty sighns and put pics and discribe the cat. Um i really think that they might be hiding or the neibors keep taking the cat 4 a reward and if u dont have the money just give a nice thanku someone who lost there cat would just be happy 2 get the cat back so maybe u dont need a reward afterall and if u do just say thanku and then ull be in dept tho 4 however much u wanted the reward to be sorry good luck tho

lol, seems the same person who stole the first one is looking for another reward by stealing the second. I think its probably a young person, or someone who is broke. Maybe you should wait a while, if they see that you don't have anything to pay, they'll probably return the cat..if they're a kind person? lol. You'll just have to be more careful with your cats now...if your husband really liked that cat, get him another for his birthday as a surprise! most likely if you don't have a reward for the "thieves" they'll either return it, or not. (sometimes people can be a pain in the a**) lol.

If you are that concerned you should call the police, but I doubt they will be able to help you. How do you know the cat was actually stolen? Maybe it was killed by another animal, hit by a car, or just ran away. If you do not want to risk losing your pets, keep them inside. If I left my wallet outside and someone took it, it was partially my fault for leaving it outside. Why should the case be different for pets?
As far as I am concerned, any cat I find wandering around outside will be taken to the animal shelter. If their owners cared so much the cat would not be outside.

Keep your cats inside. If you know the kids keep an eye on them or go to their house and ask how or where they found the first cat. Or maybe talk to their parents if they aren't home.

Try keeping your cats in the house. If you are willing to pay an extortionist for your cat once why wouldn't they do it again. If you think the same kids took it call the cops.

Keep trying to find your cat after all u do know that your kitty probably really wants to come home. You can still offer an award just bake a cake or something. Awards don't always have to be money.

If you haven't already done so, try telling your neighbors that their kids have been taking your cats. If you've already tried that, try putting posters up to say that you think someone has been taking your cats and for parents to ask their kids again if they took the cats. Hope that helps!
