Has she always been like this or is it a recent development?

Have you had her vet checked to see if there are any medical problems?

If there is no medical problems, I'd suggest crate training her.

I'm sure if you did a google search on toilet training older dogs, you'd find some helpful information too.

Good luck with that, after 8 years, you deserve a medal for patience!

Small dogs seem to need to eliminate more often. Try using a puppy training pad. I suggest using a crate until you have them trained. Always remove them from the crate by picking them up and taking them straight to the pad. Sit beside them on the floor and encourage them to "go pee pee" or "go poo poo". Keep bringing them back to pad if they try to leave it until they eliminate, which is usually about 5 to 15 minutes after a meal, first thing in the mornings and before bedtime. Praise them when they do the good deed. Bring them back to the pad often while training, each time encouraging them. I had my Chihauhau pad trained in 10 days... it just takes alittle time and effort on your part. If you want them to only elimianate outside.... EXERCISE !!! Take them for a walk or run with them and encourage them to do what you are trying to get them to do. I take mine on 3 laps around the house .... "business" is usually done before we make the 2nd lap... but 3 is good for the exercise. Dogs get bored with being cooped up inside just like humans .... fresh air and new scenery is a real treat as well as healthy for them. Your dog can be trained if you take the time and make the effort to train them ... lazy owners usually have a dog that has accidents. Sometimes its necessary to actually take your dog away from its familiar territory ..new turf seems to stimulate elimination. But Pleaseeeeeeeee take a poop scoop and plastic baggie and clean up after your pet. Hope you give your pet a fair chance to show what its willing to do to please you.

My 2 year old yorkie ***** was brilliant at weeping and pooing outside
Since I got my dog puppy 6 months ago it's all gone to pot
She won't go out in the rain
When I make her go out she comes in and does it indoors!!
It's driving me mad

Put her in a cgae when you're not home. Dogs won't go where they lay. Let her outside just before you leave, put her in the cage, then outside again as soon as you get home. She'll figure it out. She's got separation anxiety and she's letting you know she's not happy with you leaving.

Well....You have to take it outside more often and if your dog scratches at the backdoor and didn't do your business leave him outside and if he does the same thing but, did his business then let your dog in and give it a treat.

please bring her to me. It sounds like you are unable to cope with her and either never housetrained her, or left her alone all day, or she has an infection and you haven't taken her to the vet.
