The average body temp. is 98.6 so if a persons body temp is usually at 96.1 then the thomater reads 98.6. does that person have a fever?

Probably not. Everyone is different, plus our body temperature varies throughout the day.
Here's how www.webmd.com defines ABNORMAL:
An oral temperature of 100 °F(37.8 °C) or a rectal or ear temperature of 101 °F(38.3 °C) indicates a slight fever.

98.6 F is the average of normal body temperatures (taken in the mouth). A person's normal body temperature can range anywhere from 97.1 to 99.1F. Your normal body temperature can change by as much as 1 degree F throughout the day depending on your activity level and the time of day. Body temp can also change dependent on hormone levels and can be higher or lower during ovulation or your period.
Oral temps above 100 degrees F are considered fever, but if your average temp is lower, such as 97.1, and your temp was 98.6, you could technically have a fever. But most places (such as school and work) won't considerate a fever. You'll have to make sure you're vomiting or something else to do that :)
By the way, if your temp is actually 96.1F, then you are either taking it incorrectly or you may have a Thyroid problem.

Usually no. It has to be 99 F min to make a decision. Also, depends if the person is showing some other symptoms or not.
B/c if you wok out with your clothes on.. your body temp rises & u measure it to be 98.8 then would you say that you have fever?
