Well, if you store the sugar in a plastic container, make sure it is sealed. If it still clumps up, put a piece of white bread in the container. The white bread will absorbe the moisture in the sugar and keep it from clumping. Make sure that you change out the bread about every 2 to 4 weeks to make sure that the bread will absorbe the most moisture.

The key is to keep the moisture down.
First, where are you storing the sugar? It is generaly a bad idea to stoor it near your stove. Since this is where you boil water and cook moist foods, there is going to be more moisture around the stove. It is best to store it in a cabinet or on a counter not to close to the stove.
Second, what are you storing it in? The container should be air tight to keep moisture out
Third, if you still have problems, use a moisture reducer. A few dry beans or dry rice should work well to absorb the moisture in a bag of sugar (and salt also). But if you use this, be careful not to scoup up the beans or rice when you go to cook. Generaly speaking, this is less likely to happen if you use beans, because they are larger and aren't white.

I don't know about sugar, but if you add about a 1/4 of the contents of salt rice grains to a salt shaker it will keep from lumping. Perhaps if you could wrap the grains in cheese cloth and add to the container of sugar the same will transpire. You don't want the grains of rice mixing with the sugar, whereas the tiny holes in the salt shaker prevents the grains of rice from leaving the container.

I think the uncooked rice works, but try not to double dip a wet spoon in the sugar. I think that might help.
