Sure they do. You might have noticed that cats have personalities, show affection, show disdain, etc. They may not understand the laugh itself, but they "get" the intent behind it. If you are laughing AT your cat, he or she will sense the animosity behind your laughter and respond to that.
You may observe as well that cats can themselves "laugh" with funny "iks," purrs, grins and sneezes as they play with their toys, or even when they play a "trick" on you!
After all, cats have feelings, and laughter is just an expression of some of those feelings.

Well yeah cats have fellings to u know. and anywayz i had experiance my friends cat was trying to get up on a chair but she was to small and i laughed at her and she came after me:) either she was mad for me laughing at her or shes an evil cat.

no mine dont buy my cats know when I M laughing but it's usually because they do something funny.
For example: Mouse (the youngest cat) had taken a stuffed animal off my bed and acted as if he was hunting/fighting it. It was sooo funny.

Good question, I don't know, I laugh at my kitten all the time, she does the silliet things. How can you not laugh when they look at you and do something with the cute little tilted face? AHHHH I love that face.

YES,my cat attacks my feet when i laugh and is worse when i laugh in his direction they must be self conscious or something.

No way! they are totally cool with someone laughing at them and making fun of them, cause they don't care. They're cool like that.

well when i laugh at my cat she seems to give me a really dirty look but then i just pick her up and its all fine.

it might apply to the cat's attitude cause i did that twice to the same cat and the first time he was ok and then the next it was angry.it nearly scratched me!!!
