IF CHILD SUPPORT KNOWS, THAT YOU KNOW WHO THE FATHER IS, AND WHERE HE IS, THEY ARE GOING TO MAKE HIM PAY. INSTEAD OF THE STATE, AND US. WE ALLCONTRIBUTE TO IT. BUT IT ALL HAS TO GO THROUGH CHANNELS.. BUT THEY DO MEAN BUSINESS, JUST GIVE THEM WHAT THEY WANT THE FATHER, WHY SHOULDN'T HE HELP YOU OUT. HE IS THE BABY'S FATHER AND NEEDS TO TAKE RESPONSIBLITY OF YOUR CHILD. WEATHER HE WANTS TO OR NOT. I WISHED I KNEW WHERE MY SON FATHER WAS, BECAUSE I WOULD OF DONE IT.

first of all, you must comply with anything the government tells you to do. you must be collecting assistance too, because thats what those letters are for. the states are tired of paying for deadbeats children. if you dont comply, they will file in your behalf (it gets filed and ordered anyway).
i know you are strong and proud, and dont want anything from him, but its the law. your child needs things.
1) a court hearing will be held for child support; to set the amount and details of it.
2) he may contest he is the father, so testing may be ordered
3) once he is proven to be the father, they calculate your income and his income and come up with an amount to be paid.
4) if your baby is young, and they expect you to work, have your ex pay part of the child day care. that amount will go on how much he makes vs you make (a % system).
5) they will start collecting support.
remember, its Child Support, not Child Trust Fund. some ex's think we are supposed to hand a child money, when they fail to see that child would just spend it on junk rather then food, clothing, electric, rent, etc.
it wont pay everything (and isnt meant to) but it helps a lot.
every state is different (slightly) regarding this matter, so here are some links (one a CS calculator). just click on your state, fill in the fields (for the calculator) and find the info you need.
the last few links are to help you... some times the redcross has cheap cars, the salvation army helps in all ways, etc.

It is the father's RESPONSIBILITY to help raise the child, not every other taxpayer in the state. It is also your RESPONSIBILITY to do everything you can to ensure that this child is supported by you AND the father. Basically, in order to qualify for this government program you need to have done everything possible to recieve the aid you are entitled to from the child's father. Right now, you have done nothing except suckle on the government's tit. Fill out the paperwork, get a child support order, get some money, and keep your government aid.

I worked for state gov in Virginia for 31 years.
A few years ago, the federal government wanted to reduce/control the cost of child support so they started requiring the states to go after parents to provide support for their children. Otherwise, benefits would either have to be reduced or taxes raised.
By state law, Virginia has a group of employees working solely to collect child support payments from parents who are not paying. And they may go after them - regardless of which state or country they are in. Even publishes the Top 100 list of Deadbeat Parents (with photos).
They have access to a database - from private sources - that pulls together all public records. You would be amazed at what they have. I was when one of the investigator showed me. He ran my name thru the database - I do not have any kids - but it reported over 20 pages on me - showed everything (and I worked in public safety so I was aware of some of the things).
Not paying can also cause you not to get tax refund or work/contracts from the governments.

Child support isn't a gift. They will go after the father to reimburse for their cost of helping your child. He pays or you pay, your choice.

because the governmebt wants to recover the money it is spending on you. there is no such thing as a free lunch, now it is the taxpayers who are paying your support, not the father
