is there any specific software that can scan my computer and recommend the best software upgrades as well as hardware too?? Instead of going and see a technician??

No. There is so much software and hardware out there, it's impossible for any software to know about everything on or in your PC.

Perhaps you've identified a niche market...?

Microsoft has everything you need and it's free.
