A "disbeliever" is someone who chooses not to love God, not do they allow the Lord Jesus to be Lord of their lives. The "disbelievers" are lost but don't know it. They are like people with broken compasses who think their compasses work. Some don't have the time for God nor care for Him. They don't know how much God loves them. Many tend to think God can't wait to send them to hell but that's not true. God doesn't want to send anyone to hell but because He is just and righteous sin must be punished. His Son Jesus took the punishment and all who put their faith in His act of love don't need to fear hell or punishment anymore. But those who don't will be punished for their sin remains. The only thing that can pay for our sins is the pure blood of God. Our "good deeds" can't. We can never do enough to pay for our sins.
God will keep calling all unbelievers to come back to Him through Jesus while there is still time.
We Christians don't want people to go to hell either. But if they go, it will be by their own choice. We will continue to warn them and challenge them because it is SO important!! Hell is a truly aweful place! It's out of love we say, "Come to Christ." But if a Christian has treated you like dirt, don't trip over their sin. Don't run from a Loving God who wants to give you His love and eternal life. It's not worth it!
