It means:

The person who wrote it is exaggerating, for one thing, but humans are prone to exaggeration in making points or illustrations. Jesus used a form of exaggeration called hyperbole when he said it would be easier for a camel to go through the eye of a needle than it would be for a rich man to enter into the kingdom of the heavens. Sure made his point!

It means that everyone exaggerates once in a while. No one does not exaggerate. There's always something why someone exaggerates.

Everyone exaggerates. It might not mean that the sentence is being used onto itself, saying the sentence itself is exaggerating.
