I do not remember the program, but there was actually a news story a few days ago about some guys who did this. There is no law against it that I've ever heard of (though there are some strange laws out there), but the licensing authority may refuse to issue a license until you get a new picture or might recall one they sent you. You'd probably tick off the photographer a lot, too.

I don't think you can get in trouble for that. But you would have to make the exact same goofy face whenever you were ID'ed. That would lead to premature wrinkles. So think about the wrinkles.

No. They'd probably just ask to do it again. It's in your best interest to have a good (or at least recognizable) picture in case you ever use it for ID.
