When women wear the salwar-kameez, they usually wear a long scarf or shawl called a dupatta around the head or neck. For Muslim women, the dupatta is a less stringent alternative to the chador or burqa.

Many Pakistani women who observe purdah wear a garment called the pak-chadar, a headscarf with attached veil. However, there are also many Pakistani women who simply wear a dupatta or chunari to cover their heads. These are long scarves, often made of a light material, that match the woman's garments.

You can wear it with one of the tighter hijab coverings (pull over kind) and just drape it, or if you're tiny enough you can scarf it similar to the bigger hijab coverings.

Those pull over coverings are a NICE thing because then you don't have to worry about readjusting your scarf constantly, while revealing anything.

Okay I'm not a Muslimah but I walked in their shoes for a LONG time before I decided Islam wasn't for me, but I respect it.

I believe Muslim women should wear the hijab, niqab, and abaya and make no substitutes.

I should think so.... although the way you cover yourself, whether it's "proper hijab" or not, (and the reasoning) is between you and God.
