This part is for 1981 Buick Rivera it is the Small white indicator for the steering wheel (P RD L1L1) so I can know what geer I am in.

if you change gears and it does not move. your cable is broken it is simple a cable attaches to your shifter then goes around a pully then attaches to the plastic indicater. probably a dealer item only. or try your local junk yard.
