Many road courses will use bundles of tires in some areas to provide a less rigid barrier for cars to contact (generally placing these in front of more rigid barriers). They are simply called "tire barriers," and they are made up of worn out tires. If you frequent many race weekends - either pro or amatuer, you will notice that a great many tires are used. A good number of the tires will be kept and stored by the track for this use.

If you wanted to construct a similar barrier yourself, you could try contacting some race teams and inquire about their giving you their worn out tires. However, the tires that many teams have to dispose of may not be worn out entirely, and thus are generally sold at a discount to other racers that may still get some use from them, so you would need to be specific about tires that were corded. They would likely give them to you for free, though once you took possession, you would be responsible for any disposal fees should you ever need to get rid of them.

Used tires bundled together are called a 'tire barrier'. These tires can be purchased, (even given away for free), at any tire store or junkyard. Some tracks even use junked out large truck and huge off road construction equipment type tires.

They are called tires that are no longer used on road-going cars and trucks. Any garage that specializes in tire service might be a good place to start if you are looking for cheap worn-out tires.
