Guys adjust their "package" and nobody gasps.
And by "adjust" I don't mean showing anything, but just..well, adjusting them.

I guess it would depend on how much they are adjusting them.
I do gasp when men adjust themselves. It's gross. Everyone should keep their hands off of their privates in public.

lol. No its not improper depending on the size. If the adjusting is unnoticable then its ok. Men do and thats there thang, and some ppl do gasp, but dont say anything. I think the improper thing to do is to notice and say something. The next question ppl would ask is why are you looking anyways. You should ask the same someone gasps at you for adjusting, lol.

I think is is improper, just as I think that it is improper for guys to adjust themselves openly. However, guys get a little more latitude in this area, because the adjustment may be necessary to alleviate pain. Women may be uncomfortable, but not in any real pain, so it behooves them to go to a private area or at least turn their backs on spectators while making a minor adjustment.

I'm a past-50 lady whose boobies have long since given in to the forces of gravity, and by gawd if they need adjusting, I'm gonna give 'em a hitch and I don't care a rodent's rear end who finds it improper. Mostly people are gonna shudder and look away with a "Whaddaya expect from that old crone, anyhow?" kind of expression.
OTOH, young ladies whose pert pointy bosoms need to be adjusted are well-advised to do the rotatin' or tinkering or whatever in private, because people are going to gawp, and the pertier and pointier the bosoms are, the greater the gawpin' is gonna be.
It all depends. So there. ;-))

Imporper, I dont know.. awkward, yes.
Especially for big breast (such as myself) I notice that adjusting in public makes others feel awkward because after all they are part of your 'private parts' and should thus be kept private.
I really hate when men adjust themselves in clear view and I actually make a face or gesture when they do that.
So I would say if you need to adjust, move to a corner or face a wall and adjust because it will make people feel less awkward as well as yourself since you dont tun the risk of someone looking at you funny.

I am neither shocked nor offended when women or men need to make adjustments. Do I think it's inappropriate for them to do so? Yes. A bit of shifting here and there is best done away from the public.

actually i dont see any difference in someone scratching theyre balls / **** to them scratching theyre arm if they have an itch.
what makes these parts so different that it is rude for you to touch them in public.
so yes, adjust yourself happily in public and DONT GIVE SH!T

as long as you're thoroughly coverd, it is high-quality. No stickin' your boobie available w/o something masking it. no one, except pervs favor to be certain it. hypothetical: shall we are saying you've been at a eating position and your nutrition changed into going to be waiting in about ten minutes....your toddler starts crying from starvation and all you do is breastfeed. If it wasn't ideal, might want to you purely let your baby cry for the subsequent 1/2 hour your ingesting, or might want to you feed it? no one needs to hearken to a touch one cry for a 1/2 an hour.

It's very rude to ajust them in public. On a scale from 1 - 10, it would be an 8. Always do it in private.

I don't think it's a good idea. Do it in private.
Unless you can do it unobtrusively....
EDIT: Too funny - just last night at a basketball game, I thought I felt a hair in my bra. I thought of this question as I debated plunging in in full view of all the catholics surrounding me. I did take a quick peek and dip, but didn't quite have the nerve to really fish around.
