because different areas absorb moisture at different rates so some parts are reacting while others take longer which gives a strange appearance

i think because your body wants to be the same in salt levels and if their is to much salt u get thirsty and if their is not enough ur body looses water so that is can have the same amount of salts as its surroundings

I believe it has to do with keeping too much or any water from being absorbed into your skin (like lotion).

that means that they are absurbing the water from waterever you`re they do this when you keep them under to long
