It is never too late. It is more helpful to get it done earlier but never too late.
At any earlier age it can reduce aggression, marking, roaming, and the pup may retain more of its puppy-like qualities. When a dog is older and I mean a few years (a 13 month old Pap is barely an adult) the remaining BIG value of neutering at any age is reducing the likelihood of the dog getting reproductive organ related cancer.

It's never too late, as long as the dog is in overall good health. 13 months is certainly not too old. Don't worry about psychological damage. Dogs don't think the way humans do. And as far as physical damage, there really isn't any, except for the small incision that heals pretty quickly. Believe me, you'll be doing him a huge favor.

I've been told to wait about 6 months, and then have them neuter. You are fine, some dogs get snipped at 6 yrs old. You are more than fine

It is never to late for a snip snip. I snip all 4 of my dogs and have they never experience irreparable psychological and physical damage.

No. Getting your dog neutered is the responsible thing to do. Neutered males do not suffer psychological problems from the surgery. They do not dream of Fatherhood!! Neutering your dog brings many health benefits as well as helping to control pet overpopulation!!! If you have any concerns, why not discuss them with your vet.He/she will be happy to guide you.

Get him neutered whenever you want. It isn't unusual for folks to wait until a dog is 1,2, 3 or even older to castrate or spay.
My uncle has police dogs and they are kept intact until they are retired and then they're snipped and live nice, uncomplicated lives from then on.

I don't think that 13 months is TOO OLD, but you definately want to do it as soon as possible, preferably 4-6 months. I know for female dogs it is right before they go into their first heat.

No, it is never too late. He does have the male hormones in his body now, and it will take a month or so for them to be gone.
An unneutered male dog to the most likely to bite, and have prostate problems as they age. So the benefits are still good.
