If so, whats the percent of the plants with water to some with none?

All plants have water in them. The ones below a certain percentage (varies with the type of plant- desert-dwelling, water-dwelling, etc.) look wilted. If they don't get water after that, they die. At 0% water, they're dry, cracked, brown, and very, very dead. That's why you need to water them.
