Computer Program to Limit Useage?

I'm looking for a computer program that once you login it starts a countdown clock and only gives you say an hour to work on a computer? I think I've seen them on library computers. I want to install this on my home computer to monitor the time allowed on the computer for the kids. Any help would be appreciated. Thanks!

I realize this isn't 'really' the answer you're going to want to receive...however... when you as the parent deem the time is up...turn it off.
