You should have received a letter in the mail telling you why you were not receiving a refund and what it was being used to pay off. Such as Child support or Back taxes.

It could be one of many places:

Past unpaid Federal taxes
Past unpaid State taxes
Child Support
Unpaid Student Loans

One of those is the most likely.
