What would be the cheapest, closest (to the state of Texas), and the best Liberal Arts colleges for someone who aspires (as their profession) to be a writer... (not as a profession) who wants to sing...and draw...and just do a lot of creative things like that...

You say you want the cheapest -- but you say you want the best.
Which is it?
The best schools in Texas are Rice and UT. If you are a Texas resident -- then UT is much less expensive.
If you don't care about quality -- you can do cheaper.
